Council passed the second and third readings of the 2011 Mill Rate Bylaw at the regular meeting on April 5th, where Councillor Emile Saindon put forth a two-part motion.
The motion was to recommend a zero per cent increase to the mill rate for the Seniors’ Housing requisition, and to direct Administration to bring forward a budget appropriation report reassigning funds from the 2011 Operating Budget to cover the request of approximately $18,400 in increased funds for the requisition.
Councillor Saindon said the burden of this increase should not fall to the taxpayers, who were promised a zero per cent increase on their taxes this year.
Council voted 4-3 in favour of the motion during second reading, with Mayor Bruce Decoux and Councillors Larry Mitchell and Jerry Lonsbury opposed.
The third reading was passed 5-2, with Councillors Brian Gallant and Larry Mitchell opposed.
The Seniors Housing Authority requisition increased by 10 per cent this year to a total of $302,996, which will be used to upgrade facilities at York Creek Lodge, and for operational costs of the lodge and Tecumseh Manor.
Councillor Saindon said he was displeased that the exact figures relative to increases in taxation were not presented clearly during budget discussions in January.
 
“When we deliberated, Council and Administration worked towards a common goal of keeping taxes to a minimum,” said Councillor Saindon. “In the future, I expect Administration to bring all budget numbers forward during deliberations.”
“These numbers need to be in the budget prior to approval,” he said. “I don’t see this as a good start to transparent governance.”
Chief Administrative Officer Tully Clifford said it is difficult to know what the increases for the Seniors Housing Authority and Alberta School Foundation Fund requisitions will be, and therefore it is hard to include these figures during budget deliberations.
“We really don’t know when we’re going through the budgeting process what those amounts will be,” said Clifford, adding that Administration could do a better job of communicating these issues to Council during the process.
Director of Finance and Systems Marion Vanoni said rate payers will see very little impact on their taxes from the SHA requisition, and that they will see a slight increase due to the ASFF requisition, which increased by $175,209 this year.
She said residents will see an increase of $8 to $80, based on property value.
Tax notices will be mailed out during the last week of April, and taxes will be due back within 60 days, no later than June 30th.
