Board and Committee appointment
Administration recommended that council appoint Aggie Mitchell to fulfill the current interim vacancy on the Sport and Recreation Committee for the term ending on December 31st, 2014.
Besides Aggie Mitchell’s application, Administration is also in receipt of an application from a Mr. Hiebert, an interested individual, who is not local to the community.
Although the terms of reference for the Sports and Recreation Committee provide for membership from individuals living in surrounding areas, Heibert’s application became second choice to Michell’s application based on locality.
Councillor Brian Gallant moved that council appoint Aggie Mitchell too fulfill the current interim vacancy on the Sport and Recreation Committee for the term ending on December 31, 2014.
Mutual Aid Agreement with the District of Sparwood
Administration recommended to Council that they enter into and execute a Mutual Aid Agreement with the District of Sparwood for fire series emergencies.
At a regular meeting on April 2nd, 2013, the District of Sparwood Council approved and updated the Mutual Aid Agreement for circulation and signature. The updated version provide for contemporary language, in addition to the provision of a hold harmless cause. Council accepted the Mutual Aid Agreement. One copy of the agreement will be returned to the District of Sparwood for signatures, and the another copy with be kept for local Council
Land use bylaw
Administration recommended that Council give first reading to Land Use Bylaw 3868-2013 for the purpose of revisions to the bylaw.
A Land Use Bylaw is a regulatory document that implements the polices established in the Municipal Development Plan and other statutory documents. The current Land Use Bylaw was implemented in 2004.
A steering committee for the review of the Land Use Bylaw was established in September, 2012, consisting of a policy committee of two members from the Municipal Planning Committee, a representative from ORRSC and members of administration. The steering committee has held seven review meetings since last September. A final draft was produced on February 27th, 2013.
The bylaw incorporates a large number of administrative and procedural changes, including the addition of deletion of uses in various use districts to address oversights to, where necessary, refine the districts to allow for more focussed districts.
In addition, a number of property zoning changes are proposed as part of the bylaw, with a few of these zoning changes to correct errors and omissions.
Councillor Andrew Saje made the motion to give first reading to the Land Use Bylaw, #868-2013 for the purpose of repealing Land Use Bylaw #632-2004. Carried unanimously
